A powder coating on a metal fence panel will give a very even finish and protect it from minor scratches and even dents as well as providing a maintenance-free solution. Tubular fences can withstand harsh environments, too, so you don't need to worry about them being destroyed by fires or even repeated exposure to sea spray, which are key things to consider depending on where in the country you live.
